Scientists and government officials who participate in the Southeast Florida Regional Climate Change Compact have considered alternatives to installing pumps and raising streets to protect low-lying neighborhoods like the Arch Creek area of North Miami, Lower Matecumbe Key, and Shorecrest. Under the proposed solutions for Shorecrest, the government would acquire residential property in the neighborhood on a voluntary basis and convert this property to a low-elevation park designed to hold floodwater. The proposal also includes updating zoning laws and building regulations to encourage construction in high-elevation sections of Shorecrest, raising busy roads, elevating and reinforcing sea walls, and installing pumps.
